It is a structure in which the land and the project money are placed with a trust company, which manages them under defined rules. In the Dominican Republic it is regulated by Law 189-11 on the Development of the Mortgage Market and Trusts.
It brings order and transparency to how the funds are handled, but it does not replace reviewing the developer, the permits and the contract.
